Applications are invited for The Fully Funded Presidential Management Fellows (PMF) Program at the United States.
The Presidential Management Fellows (PMF) Program is administered by the U.S. Office of Personnel Management (OPM). Each year, candidates apply to the program in efforts to be selected as Finalists. Finalists are then eligible for appointment as Presidential Management Fellows (Fellows; PMFs).
To become a The Presidential Management Fellows (PMF), you must participate in a rigorous, multi-hurdle process. It takes patience and endurance, but also gives you a chance to demonstrate your leadership ability and potential. As a PMF, you will have earned your place in the program, and the opportunity to grow professionally, serve your country, and make a difference!
The PMF Program is a great leadership training ground, whether prospective students want a career in public service or elsewhere. Based on current PMF Program regulations and policies, eligible individuals apply and participate in a rigorous application and assessment process. Those ultimately selected as Finalists seek appointments as PMFs (Fellows). PMFs perform valuable service to the American people while jump-starting their careers, and get full salary and benefits as well as challenging assignments, formal professional training, rotations to other agencies, feedback on their work, plus an opportunity to make government run more efficiently. The two-year fellowship is a full-time, paid appointment.
The two-year fellowship includes:
- Formal training of 80 hours each year of the fellowship
- Including the PMF Leadership Development Program
- An Individual Development Plan, a career journey map
- An assigned senior-level Mentor
- At least one 4-6 month developmental assignment
- Optional rotations of one to six months in duration
- Challenging work assignments
- Opportunities to network with other future leaders
In addition to salary and benefits, the PMF Program gives you a lot in return for your hard work. Your two-year appointment will provide a fast-paced opportunity to gain experience and develop your talents. You will be challenged with opportunities to flourish into a problem solver, strategic thinker and future leader. In addition to working at a single Federal agency, you may have the option to participate in a rotational opportunity at another agency. These rotational opportunities will challenge you even further and give you insight into how other areas of government operate.
While serving as a The Presidential Management Fellows (PMF), you will receive:
- 160 hours of formal interactive training (on leadership, management, policy and other topics)
- Challenging work assignments
- Feedback on your work
- At least one 4 to 6 month developmental assignment
- Potential for promotions and career ladders
- Upon certification of completion, which permits immediate noncompetitive conversion to a permanent or term position and carries prestige anywhere you go thereafter
To be eligible for The Presidential Management Fellows (PMF) Program:
Eligibility is based on completion of advanced degree requirements by August 31st of the following year of the annual application.

If you have completed an advanced degree from a qualifying college or university during the previous two years from the opening date of the PMF Program’s annual application announcement, you are eligible to apply.
Opportunities for Federal employment for non-United States citizens through the PMF Program are extremely rare. By law, most Federal agencies are prohibited from paying anyone who is not a U.S. citizen for positions in the continental United States. There are certain exemptions to this restriction. A non-citizen may be eligible for employment if the individual is:
- Eligible to work under U.S. immigration laws. and
- Eligible for and pursuing U.S. citizenship or appointed by a Federal agency permitted by that agency’s appropriation act or agency-specific statutes to hire and pay non-citizens
The PMF Program accepts applications annually. When the application window opens, you will find an announcement on USAJOBS at www.USAJOBS.gov by searching the key words “Presidential Management Fellows”. The announcement will contain a link to create an applicant user account on the Apply Site of the PMF TMS (Talent Management System); you do not need a USAJOBS user account to apply.
During the application process, you must take an on-line assessment and submit a resume and transcript; additional information about resumes and transcripts can be found under the Application Tips section. Within a few weeks after the application closes, we will review applicants for eligibility, complete applications, and assessment scores.
Top qualifying applicants will be selected as Finalists. Finalists are eligible for appointment as a Fellow with a participating Federal agency.
